Thomas F. Mullin
Thomas F. Mullin possesses two decades of experience representing owners and developers on multifaceted environmental matters covering due diligence analysis, groundwater and soil contamination, environmental resource and consumptive use permitting, threatened and endangered species, and coastal construction permitting. An environmental engineer by training, Tom’s understanding of the science that underpins environmental law is a key differentiator among environmental attorneys. In addition to his work in private practice, Tom leverages his prior experience as in-house counsel to one of the largest homebuilders in the nation to better understand the long-term business and legal issues of clients as they seek environmental counsel.
Tom has extensive experience litigating cases before the Florida Division of Administrative Hearings on environmental matters involving environmental resource permitting, consumptive use permitting, and wetland mitigation banks. Tom also has experience representing clients seeking entitlements concerning land use and zoning matters before local governmental boards.
