Thomas F. Mullin possesses two decades of experience representing owners and developers on multifaceted environmental matters covering due diligence analysis, groundwater and soil contamination, environmental resource and consumptive use permitting, threatened and endangered species, and coastal construction permitting. An environmental engineer by training, Tom’s understanding of the science that underpins environmental law is a key differentiator among environmental attorneys. In addition to his work in private practice, Tom leverages his prior experience as in-house counsel to one of the largest homebuilders in the nation to better understand the long-term business and legal issues of clients as they seek environmental counsel. 

Tom has extensive experience litigating cases before the Florida Division of Administrative Hearings on environmental matters involving environmental resource permitting, consumptive use permitting, and wetland mitigation banks. Tom also has experience representing clients seeking entitlements concerning land use and zoning matters before local governmental boards.

How does your training outside of law strengthen your practice?
My training and professional experience as an environmental engineer has been a critical component of my practice because environmental law is inextricably linked to environmental sciences. In representing owners and developers, I understand the engineering design aspects and environmental considerations that form the basis of the development and permitting process. Clients can thus trust that my environmental law counsel is built on solid technical and practical foundations that ultimately supports the success of their projects.
What aspect of your professional background adds value in your counsel to clients?
My extensive experience as in-house counsel to a major national homebuilder serves as a great advantage in counseling real estate clients on their projects. My experience working in-house - on the ‘other side’ of the table - has attuned me to the long-term business issues that concern clients, while also training me to think strategically about client interests outside the immediate matter at hand. When clients are exposed to such strategic counsel, they are more readily convinced that the advice rendered is in their best interest.
