Diana C. Mendez Appointed to the ABA Steering Committee for the Revision of the Model Procurement Code
Miami, FL – Bilzin Sumberg is pleased to announce that Public-Private Partnerships & Government Contracting Partner, Diana C. Mendez has been appointed to the American Bar Association (ABA) Steering Committee for the Revision of the Model Procurement Code (MPC). Diana’s appointment speaks to her exceptional knowledge and contributions to the field of public contract law. Diana also served as Co-Chair of the 2023 Public Procurement Symposium and currently Co-Chairs the State and Local Procurement Committee of the ABA Public Contract Law Section.
The Model Procurement Code is a comprehensive enabling statute template designed to provide a legislative foundation upon which a state or unit of local government can build and operate a modern and efficient purchasing system. Along with other influential ABA members from across the U.S., Diana will aid in determining the priorities of the project, and developing the procedures and roles for the members who will be drafting the various articles of the updated code. The steering committee also consists of members of partner organizations such as the National Association of State Procurement Officials (NASPO) and the National Institute for Government Procurement (NIGP) who will work on revising each article of the MPC.
As a member of Bilzin Sumberg's Public-Private Partnerships & Government Contracting team, Diana counsels real estate developers, infrastructure companies, transportation companies, design and engineering firms, and diverse concessionaires on matters involving public administrative, procurement, and transactional law. She advises clients through all phases of the government procurement process, including teaming arrangements, proposal preparation, responsiveness and responsibility review, minority and disadvantaged business enterprise certifications, contract negotiations, administrative bid protests, and bid protest litigation.
Diana’s experience covers some of South Florida’s most complex developments and public-private transactions, including major infrastructure projects, mass transit systems and transportation-related assets, and transit-oriented development. She also represents government contractors (in addition to real estate companies) in bid protest matters.
Diana is consistently recognized by Florida Super Lawyers for her government contract work and has been awarded the Leaders in the Law award by Florida Association for Women Lawyers (FAWL).
